The Safety and Service Director shall attend all meetings of the City Council, unless excused by the Council. The Safety and Service Director shall keep the Council fully advised as to the financial condition and needs of the city. The Safety and Service Director may make recommendations to the Council and may take part in discussion on all matters concerning the welfare of the city. The Safety and Service Director shall have a seat but not vote in the meetings of the Council.
