In case of the absence of the President of Council and the President Pro-Tem of Council, the Mayor shall call the City Council to order and instruct the Clerk of Council to call the roll of the members. If a quorum is found to be present, the Council shall proceed to elect, by a majority vote of those present, a chairman of the meeting, to act until the President or President Pro-Tem of Council appears.
