§ 30.004 SUSPENSION OR AMENDMENT OF RULES.
   (A)   Any provision of the rules of Council not governed by this code may be temporarily suspended at any meeting of the City Council by a majority vote of all members elected. The vote on any suspension shall be taken by yeas and nays and entered upon the records.
   (B)   The Council rules may be amended or new rules adopted by a majority vote of all members of the Council. Any alterations or amendments shall be submitted in writing at the preceding regular meeting and shall be placed on the calendar under the order of new business. This requirement shall be waived only by unanimous consent, with a recorded vote of all members.
