(A) Pursuant to R.C. § 9.39 there is hereby created a fund titled Unclaimed Monies Trust Fund which shall be used to receive outstanding stale-dated checks issued by the city and any other unclaimed funds of the city.
(B) If the rightful owner claims the unpaid money a check will be issued from the Trust Fund. Any money that remains unclaimed after a period of five years from the date it was placed in the Trust Fund shall then be paid to the General Fund.
