(A) The city does hereby request of the Department of Administrative Services that it be authorized to participate in contracts entered into by the Ohio Department of Administrative Services for the purchases of supplies, services, or materials, pursuant to R.C. § 125.04.
(B) The city does hereby agree that the city shall be bound by such terms and conditions as the Department prescribes and that the city shall directly pay the vendor under each purchase contract.
(C) The city shall pay a reasonable fee to the Department of Administrative Services to cover the costs of administration resulting from the city’s participation in the purchase contract.
(D) Purchases made under this section shall be exempt from the competitive bidding statutes except that bids already received shall not be invalidated unless the same purchase can be made at a lower price under this section.
