(A) Any person seeking approval to construct or improve a single-family residence shall be exempted from having to prepare an erosion and sediment control plan provided they:
(1) Construct upon one lot or parcel at a time, and there is no other construction occurring, simultaneously on land or property within 500 feet of the proposed development site;
(2) Do not disrupt, alter, or expose more than 14,000 square feet of existing natural surface of the total development site at a time; and
(3) Follow a standard policy for controlling run-off erosion and sediment impacts foreseeable to result during and from site development which is acceptable to the city.
(B) Exemption under this section of any person for the preparation and submission of a sediment control plan does not, however, exempt them from complying with the other provisions of this chapter. The city may require the responsible person to submit information deemed necessary to determine compliance.
