These regulations shall apply to all nonfarm earth-disturbing activities performed on incorporated lands of the city except those activities excluded in R.C. § 307.79 as follows:
(A) Strip mining operations regulated under R.C. § 1513.01;
(B) Surface mining operations regulated by R.C. § 1514.01; or
(C) Public highways, transportation, and drainage improvements or maintenance thereof undertaken by a government agency or political subdivision in accordance with a statement of its standard sediment control policies that has been approved by the City Council.
