Nothing in this subchapter prohibits the Council of the city, or a Tax Administrator pursuant to authority granted to the Administrator by resolution or ordinance, to adopt rules to administer an income tax imposed by the city in accordance with this subchapter. Such rules shall not conflict with or be inconsistent with any provision of this subchapter. All rules adopted under this section shall be published and posted on the internet as described in § 35.015 of the city code. The Tax Administrator shall adopt rules to supplement and correct this tax code until legislative action can be taken to bring this tax code into full compliance with law.
