(A) In accordance with the provisions of Ohio Revised Code, the City Council may from time to time amend or change by ordinance, the number, name, or area of districts established on the zoning map or the regulations set forth in this chapter; but no amendment or change shall become effective unless the ordinance proposing the amendment or change shall first be submitted to the City Planning Commission for consideration and advice.
(B) Before submitting its recommendations and report to the Council, the City Planning Commission shall hold a public hearing on the proposed amendment or change, and shall give notice of the time and place of the hearing to all property owners subject to the requirements of section § 155.041(C) (Public Notification for Public Hearing).
(C) The Council shall hold a public hearing before the adoption of the proposed amendment or change, in accordance with the provisions of the Ohio Revised Code and § 155.041(C) (Public Notification for Public Hearing).
