The purpose of this zoning code and the intent of the legislative authority in its adoption is to promote and protect to the fullest extent permissible under the provisions of the Constitution of the state, and the Ohio Revised Code as modified by the city, the public health, safety, convenience, comfort, prosperity, and the general welfare of the city.
