§ 154.048 ALLEYS.
   (A)   Required alleys shall be provided in subdivisions or parts of subdivisions for which uses other than buildings containing one or two dwelling units only are proposed except that the Planning Commission may waive this requirement where other definite and assured provisions are made for service access, such as off-street parking, unloading, and parking consistent with and adequate for the uses proposed.
   (B)   Alleys shall be prohibited in subdivisions or parts of subdivisions for which buildings containing one or two dwelling units are proposed except where it is desirable to continue an existing alley to the nearest intersection or where the lots face a street designed on a plan adopted under R.C. §§ 711.09 and 711.10 and provision has not, or cannot be made for limited access on the street.
   (C)   The minimum width of an alley shall be 20 feet.
   (D)   Alley intersections and sharp changes in alignment shall be avoided, but, where necessary, corners shall be cut off sufficiently to permit safe vehicle movement.
