Where a subdivision abuts or contains an existing or proposed arterial street as designated in a plan adopted under R.C. §§ 711.09 and 711.10, the Planning Commission may require any of the following:
(A) Service roads;
(B) Lots backing on to that thoroughfare with planting contained in a non-access reservation along the rear property line or a planting strip of a minimum width on the rear of the lots with no vehicular access across the strip; or
(C) Any other treatment as may be necessary for adequate protection of residential properties and for separation of through and local traffic.
