This chapter is adopted for the following purposes:
(A) To ensure an integrated development of the city and the surrounding three-mile jurisdictional area in an efficient and orderly manner and in conformity with the city comprehensive planning program;
(B) To provide for an orderly expansion and extension of community services and facilities at minimum cost and maximum convenience;
(C) To enable the City Planning Commission to carry out its assigned function of assisting and coordinating local planning activities; and
(D) To provide minimum uniform procedures and standards that will ensure the equitable procession and approval of subdivision plans.
