Independent and irrespective of any administrative action, appeals or notices provided in this chapter, any property owner who violates any of the provisions of this chapter shall be guilty of a first degree misdemeanor and may be fined up to $500 and imprisoned up to six months. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
