Any person aggrieved by an order of the Safety and Service Director or whenever the Safety and Service Director fails to approve a vacant building plan as required in § 153.07, the person may file an appeal with a hearing officer appointed by the Safety and Service Director, who shall not be an employee of the city, in the manner and within the time limitations set by his or her office. The cost of said hearing officer shall be borne by the parties equally. No decision is a final order until it has been reviewed by the Safety and Service Director.
