§ 150.03 ERECTION OR PLACEMENT OF MANUFACTURED BUILDINGS.
   (A)   The Safety and Service Director shall issue a building certificate to any applicant proposing to place, erect, or construct a manufactured or modular dwelling house provided that it conforms to state and federal regulations or statutes pertaining to such buildings, if any, or conforms to recognized trade association standards for such building, and provided further, that such building, and its placement, conforms to any applicable zoning and planning ordinances or regulations of the city.
   (B)   If any proposed manufactured or modular dwelling house is not subject to state and federal regulations or statutes and trade association standards, the applicant for the building permit shall submit in triplicate to the Safety and Service Director plans and specifications for such dwelling house, to be submitted to the City Engineer for examination and acceptance. The cost of such examination of the plans and specifications shall be paid by the applicant before a building permit for such dwelling house shall be issued.
