   (a)   Any vehicle or trailer (including boat trailers) parked on a city street or roadway may be no wider than 102 inches while parked and must follow all parking requirements in the current (at the time of the infraction) edition of the Standard Traffic Ordinance for Kansas Cities, as adopted by the City Council.
   (b)   All trailers and vehicles are presumed, for the purpose of this section, to have been parked by the registered owner.
   (c)   Upon conviction of a first offense of this section, the defendant shall be fined not less than $100 nor more than $1,000. Upon conviction for a second offense, within any given 12-month period, the defendant shall be fined not less than $250 and not more than $1,000. Upon conviction of a third offense of this section during any two-year period, the defendant shall be fined not less than $500 nor more than $1,000.
