   Whenever the master plan is duly approved or any major section thereof, then and henceforth, no improvement of a type embraced within the recommendation of the master plan or portion thereof shall be constructed without the proposed plans of improvement thereof first being submitted to the Planning Commission for its study and report. If the Planning Commission does not make a report within 60 days, the project shall be deemed approved by the Planning Commission.
