(a) On or before July 1 of each year, the Planning Commission shall submit to the governing body its budget of expenditures for the ensuing year, itemizing the expenses, amounts and purposes. The governing body shall thereupon consider the budget and make such allowances as it shall deem proper, and shall add the same to the general budget for the city.
(b) The City Treasurer shall be authorized to appropriate funds for items specified in the budget when a statement is received and signed by the Chairperson of the Planning Commission.
