§ 16-101 ORGANIZATION.
   (a)   There is hereby created a City Planning Commission which shall consist of seven members who shall serve without pay and who shall be appointed by the Mayor, by and with the consent of the City Council. The Mayor, City Administrator and City Treasurer shall serve as ex officio members. The members of the City Planning Commission shall meet once a month at such time and place as they may fix by resolution. It shall select one of its member as Chairperson and one of its members as Vice- Chairperson who shall serve one year and until their successor has been selected. Special meetings may be called at any time by the Chairperson, or in the Chairperson’s absence, by the Vice-Chairperson. A majority of the Commission shall constitute a quorum for the transaction of business. The Commission shall cause a proper record to be kept of its proceedings.
   (b)   All terms of office, other than the terms of the initial appointees, shall be for three years. In case of death, incapacity, resignation or disqualification of any member, appointment shall be made for the unexpired term of the member leaving the membership. Should any member be interested, either directly or indirectly, in any application coming before the Planning Commission, he or she shall be disqualified to discuss or vote on the matter.
