(a) The rates of service charges to be paid to the city for the use of the sewage disposal system of the city by all persons whose premises are connected to the sanitary sewer system shall be payable monthly for each month or fraction thereof, and shall be:
(1) For each residence occupied by the owner thereof having one apartment therein and for each commercial place of business not otherwise classified in this article: $28;
(2) For each residence occupied by the owner thereof having not more than two apartments; for each apartment house having three apartments or less, for each restaurant, food service establishment or other place of business serving food, for garages, service stations or commercial places of business maintaining a wash rack or facilities for washing or servicing motor vehicles and for laundromats, trailer courts, motels, hotels and assisted living homes having not more than ten consumers, for the County Courthouse and County Library: $43; and
(3) For apartment houses having four or more units or apartments, for each school, hospital, long term care home, butcher shop or locker plant: $83.
(b) Beginning February 15, 2020 and each year thereafter for a total of three years, the above rates will increase each year by 2%.
