Except as to new electrical wiring service connections, all electrical meters, masts, weather heads, conduits, lines, wire racks, I-bolts (eye bolts), connectors, meter sockets and related materials shall be furnished, installed by and remain the property of the city. Payment for such materials and installation shall be in accordance with a schedule established by the City Council and maintained at the office of the City Clerk. Such schedule shall provide for the consumer paying for all materials based on such materials cost to the city. Labor shall be charged at the rate established on such schedule.
