(a) All electricity furnished by the Municipal Light and Water Plant shall be measured by meters furnished, installed and maintained by the city for that purpose and every consumer shall provide a suitable place for the installation of the same.
(b) For the purpose of reading meters, duly authorized employees of the Municipal Light and Water Department of the city may legally enter any premises at any reasonable hour.
