The cost of original installation of all plumbing between the property line and any service device maintained by the owner of premises and all extensions hereafter made to such service pipes, as well as all repairs to the same, shall be borne entirely by the owner of the premises, although such service pipes and devices shall at all reasonable times be subject to inspection by duly authorized officials of the Municipal Light and Water Plant of this city, and repairs found to be necessary by such officials shall be made promptly or the city shall discontinue service until such repairs are made.
