(a) For property lying within the city limits, all taps shall be driven, excavations made, meters and curb cocks installed and pipes laid from main to curb or property where installation is to be made by the city.
(b) If the property where installation is to be made lies adjacent to the city limits, a tap may be made by the city at the nearest main capable of supplying the property and a curb cock installed in a place designated by the Superintendent of the Municipal Light and Water Plant.
