(a) The provisions of § 14-403 shall apply to all streets, avenues, highways, roadways, alleys or other public rights-of-way within the city, except those specified within this section where transportation of hazardous materials shall be allowed.
(b) Transportation of hazardous materials shall be allowed upon the following streets, avenues, highways or roadways:
(1) Prout Street from Highway 283 east to east city limits;
(2) Pomeroy Avenue from U.S. 24 north to Prout Street;
(3) Fourth Avenue (U.S. 283) from north city limits to south city limits;
(4) Main Street (U.S. 24) from east city limits to west city limits; or
(5) Plum Street east from U.S. Highway 283 to Pomeroy Avenue.
