Except as provided in § 14-406, it shall be unlawful for any person, firm, corporation or other entity to transport any hazardous material upon any street, avenue, highway, road, alley or any other public right-of-way in the city, except that any person, firm, corporation or other entity may transport LP gas for purposes of refilling containers having a capacity of 500 gallons or less.
