§ 14-211 EXCEPTIONS.
   Section 14-210(a) shall not apply to any of the following circumstances:
   (a)   The operation of a truck upon any street where necessary to make a delivery or pick up materials or merchandise; provided, that the truck be operated in the shortest and the most direct route to the destination of the truck from the truck route to make the local delivery or pick up and return to the truck route in the shortest and the most direct route;
   (b)   The operation of emergency truck upon any street in the city;
   (c)   The operation of trucks owned or operated by the city, public utilities and contractors of the city while engaged in the repair, maintenance or construction of streets, street improvements, utility services or conducting refuse collection; or
   (d)   The operation of a truck upon any street while engaged in the delivery and or receiving of construction goods or materials to any location in the city under construction, where construction and building are taking place; provided, that the truck be operated in the shortest and most direct route to the destination of the truck from the truck route to make delivery or pick up and return to the truck route in the shortest and the most direct route.
