(a) The governing body having determined upon the basis of traffic investigations that the speed limit permitted under state law and § 33 of the Standard Traffic Ordinance is greater than is reasonable or safe under the conditions found to exist upon certain streets in the city, hereby determines and declares that the reasonable and safe speed limit on the following streets shall be as follows.

(b) The Chief if Police is hereby directed to erect appropriated signs giving notice of such speed along said streets.
(c) Any violation of Ord. 945 shall be assessed a fine and court costs as according to said Standard Traffic Ordinance and Ord. 787 as adopted by the city.
