Any sale or transfer of property contrary to or in violation of the provisions of this article shall not be binding upon the city. If any officer or employee of the city willfully violates the provisions of this article or knowingly enters into a sale or transfer of property without proper authority, he or she shall, upon conviction, be deemed guilty of malfeasance and subject to discharge.
