§ 1-801 SALE OF PERSONAL PROPERTY.
   Whenever it is deemed by resolution of the governing body that any personal property, materials or equipment of the city is surplus, obsolete or not useful, and such property is not to be traded in for replacement items of like kind, such property shall be sold to the highest responsible bidder at an advertised public auction or by sealed bids invited by advertisement published by the City Clerk in the official city newspaper. All bids shall be opened by the governing body. It shall be the obligation of the governing body to accept the highest and the best proposal offered by a responsible purchaser; provided, however, that the governing body shall reserve and have the right to reject any and all bids or proposals submitted.
