The Airport Manager shall make its rules and regulations in writing which shall be submitted to the City Council for approval, and from and after the approval two copies of rules and regulations shall be posted at a conspicuous place on or in the building at the Municipal Airport, and a third copy shall be filed with the City Clerk. After posting and filing of the same, such rules and regulations shall be in full force and effect.
