To the extent land is available, the city shall furnish land for the erection of any approved building. Fee title for the land shall remain in the city and persons erecting structures will only have a temporary right to lease or rent the land so long as it is not needed by the city and so long as any buildings are constructed and maintained pursuant to the laws of the city, and any rules or regulations which might be established and approved by the city.
