If the owner of such building disposes of his or her aircraft or no longer uses the Municipal Airport as a base or terminal, such owner may lease, sell or rent the building to the owner of any aircraft based at the Municipal Airport. In the alternative, the owner may remove the building from the airport premises, and if so removed, the space occupied by the building shall be cleaned, old foundations removed, floors removed and the premises left in a condition similar to those existing at the time the building was erected, or as agreed upon with the City Council.
