The city shall contract with an individual, firm or corporation for management of the Hill City Municipal Airport. The person, firm or corporation shall be known as the Airport Manager and shall at all times have authority to take such action as may be necessary in the handling, conduct and management of the public in attendance at the airport. The terms of the contract will be mutually agreed upon by the city and the contracting party, however, if any conflict exists between the provisions of the contract, this article or federal aviation regulations, this article and federal aviation regulations shall take precedence.
