(a) Given the current drought conditions, and possible danger to the public and property, no person shall have, create, maintain or otherwise use an open flame of any kind outside or out of doors.
(b) No person, either privately or publicly, shall shoot, light, use, fire or otherwise destroy, or cause to be set on fire, any fireworks within the confines of the city.
