Hill City, a city of the third class, which has by virtue of the power vested in it by the State Constitution, Art. 12, § 5, hereby elects to exempt itself and does hereby exempt itself from the provisions of K.S.A. 25-2108, and makes said section inapplicable to it insofar as said section pertains to the primary election of city officials.
