All numbering of houses and places of businesses located on those portions of any street or avenue extending north and south and being north of Main Street, the baseline shall be numbered according to the numbering plan and be known and designated as north; and all south of Main Street, the baseline, shall be numbered according to the numbering plan and be known and designated as south, except as to Hillcrest Addition to which this part does not apply.
