The fee for a plumbing permit, as set by the governing body, shall be required to obtain a permit where the total estimated cost, the reasonable value of all services, labor and materials required, as set by the governing body. The fee herein shall be paid to the City Clerk upon obtaining a plumbing permit and the same shall be credited to the General Operating Fund of the city.
