§ 1-205 POWERS OF THE MAYOR.
   (a)   The Mayor shall preside at all meetings of the governing body. The Mayor shall have the tie-breaking vote on all questions when the members present are equally divided.
   (b)   The Mayor shall:
      (1)   Have the superintending control of all officers and affairs of the city;
      (2)   Take care that the ordinances of the city are complied with;
      (3)   Sign the commissions and appointments of all officers elected or appointed;
      (4)   Endorse the approval of the governing body on all official bonds;
      (5)   From time to time, communicate to the City Council such information and recommend such measures as he or she may deem advisable;
      (6)   Have the power to approve or veto any ordinance as the laws of the state shall prescribe; and
      (7)   Sign all orders and drafts drawn upon the City Treasury for money.
   (c)   (1)   In the event of a disaster when there is a request for assistance, if the city can provide assistance without unduly jeopardizing the protection of its own community, then this section hereby authorizes the Mayor, or his or her designee, to provide such assistance as may be required under authority granted in K.S.A. 12-16 and K.S.A. 12-117, with all privileges and immunities provided therein.
      (2)   Nothing in this division (c) is intended to conflict or circumvent any existing interlocal agreement, any automatic aid, intergovernmental or mutual aid agreement, or any authority to enter into those in the future.
      (3)   It is the intent of this division (c) to provide assistance in any form of service including, but not limited to, police, fire, EMS, public works, administrative and clerical during times of disaster as defined in K.S.A. 12-16,117, with all the privileges and immunities described therein.
