Any requirement of this chapter may be waived by the mayor or the city council upon a satisfactory showing that the same would be in the public interest, that such requirement is impossible or infeasible to obey, that such requirement is unreasonable under the circumstances, that a waiver would not be contrary to the spirit and intent of this chapter, and that such a waiver would not unreasonably impact the public safety, health or welfare.
