The applicant shall be responsible for and shall make all necessary arrangements for public safety in connection with the special event, such as, but not necessarily limited to, police protection, security, crowd control, medical services (first aid, ambulance), fire protection, etc. The city shall not be made liable for any charges, costs or expenses in connection therewith.
