A. A "special event", as defined in section 8-8-1 of this chapter, shall include, but shall not be limited to, parades, processions, circuses, fairs, mass participation sports such as marathons and running events, bicycle races or tours, and spectator sports such as football, basketball and baseball games and golf tournaments.
B. A "special event", as defined in section 8-8-1 of this chapter, shall not include any of the following:
1. Funeral processions; or
2. Sales held at residences that are subject to the Highwood house/garage sale ordinance 1 , such as home, rummage or garage sales; or
3. Use of the Highwood recreation center pursuant to a written lease approved by the Highwood recreation board; or
4. Any event sponsored and controlled by the city or any of its departments; or
5. Any procession or parade by the armed forces of the United States of America, the military forces of the state of Illinois, or the police or fire departments of the city of Highwood; or
6. Use of the Highwood public library when approved by the library board or a library director. (Ord. 95-O-11, 5-2-1995)
