A. The operator's license fee and arcade license fee and renewal fees for said licenses shall be due and payable on or before July 1 of each year, and the device fee herein provided for shall be due and payable on or before July 1 of each year. Any licenses in force within thirty (30) days prior to the effective date hereof shall remain in force until June 30 next.
B. The issuance of any license hereunder shall not be construed as creating any future right in the applicant to receive a renewal therefor. The licenses issued hereunder expire on an annual basis, and the person making application for a license under this chapter acknowledges that, upon expiration of the annual license, the city shall not be obliged to renew or extend said license, and the granting of the license hereunder is a privilege granted to the applicant and creates no property right in the applicant and no expectation of continued renewal thereof.
