139.06 PERSONNEL; HIRING.
   (a)    Following the effective date of this section, the Director of Recreation shall continue to serve the term of office until such time as the term is renewed or his successor is appointed and confirmed as provided hereinafter. Commencing January 1, 1992 and continuing thereafter, the Director shall be appointed to serve from January 1 through December 31 of each calendar year, such appointment subject to confirmation by a majority of the members elected to Council. The Director shall annually submit to the Park and Recreation Commission a recreation program and shall administer the recreation program promulgated by the Commission. The duties of the Director shall include the supervision and operation of public playgrounds, playfields, swimming pools, other recreation areas and the programs associated with these facilities that are controlled by the City. The Director shall attend all regularly scheduled Park and Recreation Commission meetings. Excusal from attendance shall be by permission of the Chairman only. The Director shall furthermore enforce the rules and regulations established by the Commission. The Director shall perform such other duties consistent with the position or as directed by the Commission or as may be required by ordinance of Council or as directed by the Mayor. The Director shall attend the first regular Council meeting in February, April, June, July, October and November of each calendar year for the purpose of discussing the City park facilities and the park and recreation programs. The Director shall be provided with such assistants as may be authorized by Council from time to time. The compensation of the Director shall be set by Council from time to time.
   (b)    The Park and Recreation Commission shall hire other qualified personnel to operate the City's recreation program within the limits of the budget.
