139.04 POWERS AND DUTIES.

The Park and Recreation Commission shall be vested with the authority to exercise the powers and perform the duties herein provided and shall have the powers to make its own rules of procedure, with the following limitations:

(a) One member of the Commission shall be elected Chairman by the members thereof, and shall be responsible for the proper administration of its duties.

(b) One member of the Commission shall act as Secretary and keep, or cause to be kept, at the City Hall, a complete record of all meetings of such Commission, and all transactions handled by such Commission.

(d) Any official action of the Commission shall require the affirmative vote of three or more members. (Ord. 44-1969. Passed 10-28-69.)
