The Park and Recreation Commission shall annually submit a budget by the first day of June to Council, setting forth the Commission's financial requirements for the ensuing year. The Commission shall not incur any expenses during the year not included in such budget, unless authorized by Council. If such budget or any amendment or modification thereof is approved, Council shall, within the time prescribed by law, budget and appropriate the necessary funds. Such budgeted funds may only be expended upon the issuance of a voucher signed by the Chairman of the Commission and the Mayor. All funds collected by the Commission shall be deposited with the Finance Director. (Ord. 44-1969. Passed 10-28-69.)
