135.03 LEGISLATION.

In addition to the powers and duties conferred upon the Planning and Zoning Commission in Article VI, Section 6.04.01 of the City Charter, the Commission shall have the power and duty to consider and recommend approval or disapproval of any appropriate legislation referred to it for review by the Council President or by a majority of those members elected to Council. The approval or disapproval of legislation by the Commission shall be advisory only and shall not alter votes necessary by Council to enact such legislation.
