129.02 POWERS AND DUTIES OF BUILDING COMMISSIONER AND BUILDING INSPECTOR.

   (a)    The Building Commissioner shall be in charge of the Building Department and shall be responsible for the receiving, handling and disposition of all applications for permits and for the issuance of all permits required by the various codes and ordinances such as the Zoning Code, Building Code, Electrical Code, Plumbing Code, Sanitary Code and Subdivision Regulations of the Municipality.

   (b)    He shall be responsible for the enforcement of all other ordinances, resolutions and procedures of the Municipality affecting construction, repairing, remodeling, removal or razing of any structures as well as the use of any structure or lands within the Municipality.

   (c)    He shall advise and assist the Mayor, Council and other Municipal officials with reference to his department.

   (d)    He shall be responsible for making all inspections and the keeping of accurate and complete records of all Building Department activities, the charging and collecting of all required fees in connection with permits and immediately upon receipt thereof shall forward same to the Finance Director and receive a receipt therefor.

   (e)    The Building Commissioner shall assist the County health authorities in such matters as may be required.

   (f)   The Building Commissioner shall have the power and the duty to halt any construction, repairing, remodeling, removal or razing of any structure not being performed in accordance with the ordinances of the Municipality, or for the use of any structure or lands not being used in accordance with such ordinances.

   (g)    The Building Commissioner shall be on duty and be available to the public, at such times as the Mayor may designate and such hours of availability shall be posted in the City Hall for the benefit of the public.

   (h)    The Building Commissioner shall adopt rules and regulations for the operation of the Building Department and such rules and regulations shall be posted and made available to the public.

   (i)    The Building Commissioner shall provide such reports of the activities of his Department as the Mayor or Council shall from time to time require.

   (j)    The Building Inspector shall be subordinate to the Building Commissioner and shall perform such duties as directed by the Building Commissioner in order to properly conduct the business of the Building Department. (Ord. 30-1982. Passed 6-8-82.)
