   (a)    There is hereby created a Board of Ethics, hereinafter referred to as "the Board", consisting of three members, all residents of the City, to be appointed by the Mayor, with the approval of Council. Within thirty days of the effective date hereof, the Mayor shall make initial appointments to the Board. Of the initial appointments so made, one shall be for a term ending January 2, 1982, one for a term ending January 2, 1984, and the third for a term ending January 2, 1986. Thereafter, terms of office shall be for six years, each term ending on the same day of the same month of the year as did the term which it succeeds. Each member shall hold office from the date of his appointment until the end of the term for which he was appointed. Any member appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointed shall hold office for the remainder of such term. (Ord. 53-1979. Passed 11-27-79.)
   (b)    Members of the Board shall receive such compensation as may be fixed by Council from time to time. Commencing January 1, 1985, and retroactive thereto, the members of the Board shall be compensated at the rate of thirty-five dollars ($35.00) per meeting, not to exceed a total of seventy dollars ($70.00) per month. In addition members shall receive reimbursement for expenses actually and necessarily incurred in the performance of their official duties. (Ord. 3-1985. Passed 2-12-85.)
   (c)    The Board shall meet within two weeks after all members have been appointed, at a time and place to be determined by the Mayor. At its first meeting, the Board shall elect a Chairman and such other officers as are necessary and shall adopt rules for its procedures. After the first meeting, the Board shall meet at the call of the Chairman or upon the written request of a majority of the members. A majority of the members of the Board constitutes a quorum. No action shall be taken by the Board without the concurrence of a majority of the members thereof. (Ord. 53-1979. Passed 11-27-79.)
